Under what circumstance will an Expat not collect a pension?

Where a person has reached pension age but is not entitled to a contributory pension by reason only of failure to satisfy the relevant contribution   conditions, they shall be entitled to an old age Gratuity of a sum equal to the total value of all contributions paid.
